Asbestos is a mineral which is mined, processed, and used in certain building materials. It can even be found in some building materials manufactured and used today. EPC regulates asbestos removal activities in Hillsborough County. If you are an owner or operator in Hillsborough County that plans to renovate or demolish a commercial structure, more than one single family residential home, or multi-residential structures with more than four dwelling units, you must notify the EPC of your intentions.
Owners or contractors are required to submit notification and the appropriate fee to the EPC for regulated projects at least 10 working days prior to the scheduled start date. A revised notification form is required for changes to the original notification form.

Asbestos Rules
The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Asbestos (40 CFR, Part 61, Subpart M) was published by the U.S. EPA. It is enforced statewide by the Florida Department of Environmental Protection and locally by the EPC for regulated renovation and demolition projects.
Asbestos Fees
Fees are due at the time of notification. The fee may cover multiple structures, as long as the structures are located on a single site and the project’s demolition or renovation activities are not completed in more than one phase. For projects involving renovation and demolition activities, separate fees are due for each activity performed at the site. Please submit a copy of the asbestos survey so that EPC staff can review your notification and project proposal prior to inspection. Surveys can be uploaded on DEP’s on-line notification system, or delivered or mailed to the address below.
