Some activities are considered to have de-minimis environmental impact and therefore we do not require permits for these types of discharges.  However, we do respond to complaints related to defined de-minimis activities and strive to ensure best management practices are implemented to reduce the potential for nuisance conditions. 

De-minimis Activity and Best Management Practices

Water softener regenerate from single family home - Release sheet flows over land without leaving the property or is disposed via an on-site sub-surface system.

Swimming pool backwash from single family home - Minimize quantity, chlorine, turbidity, erosion and runoff to storm drains and waterways.

Washing machine discharge from up to four single family homes - Non-surface water discharge and no nuisance conditions.

Car Wash -We do not require permits if car wash water is disposed via sanitary sewer. However, the sewer authority has an approval process for connection to sewer.

For apartment complex car washes, wash water is centralized and runoff contained within swales or onsite storm water system.

If car washing occurs at a location where passenger vehicles are based (example: dealership) or where owners and washers meet at an intermediate location (parking lot, gas station) for the purpose of vehicle washing, best management practices include:

• No discharge to surface waters or storm water systems
• Minimize quantity of wash water and detergents/chemicals used. 
• Chemical used must be approximately pH neutral and may not contain phosphates, petroleum based or chlorinated solvents
• Wash only the exterior surface of vehicles and no undercarriage.
• Maintain the setbacks of at least 100 feet from public drinking water wells and 75 feet from private drinking water wells.
• There is no occurrence of nuisance conditions such as on-site ponding of water or runoff onto neighboring properties. 
• Solid waste (grit, sludge, etc.) should be cleaned up and properly disposed.
